银行开户许可证是由中国人民银行核发的一种开设基本账户的凭证。凡在中华人民共和国境内金融机构开立基本存款账户的单位可凭此证，办理其它金融往来业务。存款帐户分为基本存款账户、一般存款账户、临时存款帐户和专用存款账户。2018年12月24日，国务院常务会议决定在2019年年底前取消企业银行账户开户许可。

基本存款帐户是存款人办理日常转帐结算和现金收付的帐户。存款人的工资、奖金等现金的支取，只能通过基本存款帐户办理。临时存款帐户有效期限由当地人民银行参照临时营业执照的有效时间或有权部门批准设立外来临时机构时间核定。借款转存帐户有效期限根据借款合同约定的借款期限核定。专用存款帐户有效期限由当地人民银行根据规定用途资金需要核定

1、企业法人；

2、企业法人内部单独核算的单位；

3、管理财政预算资金和预算外资金的财政部门；

4、实行财政预算管理的行政、事业单位(财务独立核算)；

5、社会团体；

6、外地常设机构、个体经营户、私营企业；

7、法律服务所；

8、国家法律允许的宗教组织。

（1）当地工商行政管理机关核发的《企业法人执照》或《营业执照》正本及复印件；

（2）中央或地方编制委员会批文及复印件；

（3）驻地有权部门对外地常设机构的批文及复印件；

（4）事业单位法人证书或事业单位登记证及其复印件；

（5）社会团体登记证及复印件；

（6）民营非企业单位登记证及复印件；

（7）法律服务执业证书；

（8）宗教活动许可证。

（2）存款人如需撤销存款帐户，必须向开户行交回开户许可证正本由开户行于7日内报送人民银行进行撤销。

Instructions for opening account

I. The units, individuals and the banks, credit cooperatives can not open a basic account without this permit.

II.The permit includes the original and duplicate. The original is issued to the applicant; the duplicate is kept in the bank for file.

III.If the depositor removes the basic account, this permit shall be returned.

IV.Permit for Opening Bank Account is compiled by the Bank of China. No forgery, alteration or copy is allowed.
